Who takes care of the book work?
Initially each lodging facility would have a simple one sheet report to fill in, similar to the sales tax report, and send to the municipal treasurer. This report would be done on a quarterly basis. A check reflecting the 4% room tax would accompany this report. The municipal treasurer would deposit this amount, fill out a single sheet report, make out a check minus the townships 25% and forward it to the Waushara Tourism Resource Commission.
The amount of book work and use of the 25% the municipality retains is entirely up to the Municipal Board to determine. The only book work required for the State is to report the total amount of tax revenue collected and expended for the year on the municipality’s annual finance report to the State (Form C). The Commission will take care of the book work for the 75% that is sent to them by the clerk for tourism promotion and development.

How does the money get distributed?
For distribution of the 75% of the tax revenue to be used for tourism promotion and development, the Commission will be meeting on a quarterly basis to receive requests for advertising, sport/trade shows, promotions, etc. that will encourage tourists to come to Waushara County.
In the event there would be a request or promotion that would require the monies sooner than the regular quarterly meeting of the Commission, there has been a finance committee appointed from this Commission to review request on an as needed basis. The Commission has set up and passed their bylaws governing all procedures. How the 25% of the tax revenue retained by the municipality is distributed is entirely up to the Municipal Board.

Who is responsible for enforcing the room tax?
Each municipality that has adopted the room tax will enforce this ordinance to the best of their ability. A form letter will be made available to each municipality that can be sent to any lodging facility that may be in question.
The Waushara Tourism Resource Commission will assist in any situation that requires additional help in enforcing. The commission will send out further correspondence, enlighten the municipality in regards to Wisconsin Statute 66.0615 . Any legal expenses if required will be paid by the commission.
